Advise: Procurement Strategy & Transformation

Advise determines where procurement should go and what deserves resources first. The S2V Blueprint turns an opportunity portfolio into a prioritized, executable roadmap and business case.

What's included

Procurement transformation

A defined path from today's procurement function to one that operates as a commercial capability, with sequenced initiatives, governance and measures of progress.

Operating-model design

Decisions on how procurement is structured, where it sits, how it engages the business and which policies, approvals and technologies support it.

Category and supplier strategy

Category plans and supplier strategies built on spend, market and performance evidence, setting out where to consolidate, renegotiate, develop or exit.

Organizational design

Roles, responsibilities, spans and skills for the procurement team, aligned to the operating model and to the value the business expects.

AI strategy

A practical view of where AI can accelerate procurement, what data and controls it depends on and how to move from pilot to operating model without overcommitting.

Data-architecture and foundation roadmap

A plan for the identifiers, extraction routines, normalization, governance and connectors needed to make procurement data reliable and repeatable, using the lowest-complexity approach that meets the need.

M&A and PE value creation

Procurement diligence, 100-day plans, integration planning and repeatable value-creation programs for acquirers, private equity sponsors and portfolio companies.

Fractional procurement leadership

Senior procurement leadership on a part-time basis for organizations that need CPO-level direction without a full-time hire.

Executive advisory

Ongoing counsel to CFOs, COOs, CPOs and operating partners on procurement priorities, major commercial decisions and transformation progress.

What it is

Advise is the capability that decides where procurement should go and what the organization should do first. Most organizations have more opportunities than capacity. The hard part is choosing the few that matter most, sequencing them sensibly and building the operating model that can deliver them.

The central output is the S2V Blueprint, an executive value roadmap. It takes the opportunity portfolio from Assess and ranks each initiative by value, strategic importance, feasibility, complexity, risk, required investment and time to value. The result is a business case leadership can commit to and a plan the organization can execute.

Advise is the Priority stage of the Value Acceleration Framework. It is also where S2V provides senior leadership directly, through fractional procurement leadership and executive advisory, when an organization needs direction more than it needs another report. Engagements range from a defined project to build the Blueprint, to ongoing advisory through a transformation, to embedded leadership for a set period. For private equity sponsors and acquirers, the same discipline supports diligence, 100-day plans and integration.

When organizations need it

  • A new executive mandate. A new CFO, CPO or COO needs a credible procurement agenda and the operating model to deliver it.
  • Transformation that has stalled. Earlier programs produced policies and tools but not a change in how the organization buys.
  • A PE acquisition or 100-day plan. Sponsors and management need a prioritized procurement value plan early in the hold period.
  • M&A integration. Combined organizations need one operating model, one supplier strategy and a plan for overlapping contracts.
  • Rapid growth. Purchasing has outgrown informal processes and the business needs structure without slowing down.
  • No full-time procurement leader. The organization needs CPO-level direction before, or instead of, a permanent hire.
  • Pressure to adopt AI. Leadership wants a realistic AI plan that accounts for data quality, controls and actual business value.

How it works

  1. Confirm the ambition. Align with leadership on the business goals procurement must support, whether margin, cash, growth, resilience or capability.
  2. Prioritize the portfolio. Score each opportunity from Assess on value, strategic importance, feasibility, complexity, risk, investment and time to value, then agree on the first wave.
  3. Design the operating model. Define structure, roles, governance, policies and the technology and data foundation needed to sustain the work.
  4. Set category and supplier strategies. Build plans for the categories and suppliers that carry the most value or risk, timed against renewal calendars.
  5. Build the Blueprint. Assemble the roadmap, business case, resourcing plan and value measures into the S2V Blueprint for executive approval.
  6. Lead where needed. Through fractional leadership or executive advisory, S2V can stay involved as the roadmap moves into Performance.

Where AI and data fit

AI strategy is part of Advise because it is an operating-model decision, not a software purchase. We help leadership identify where AI can accelerate procurement, such as spend classification, contract extraction, renewal and risk monitoring, supplier research, RFx drafting and bid analysis, and where it would add cost without adding value.

The roadmap starts with data. We define the foundation AI depends on: canonical supplier and contract identifiers, extraction and normalization routines, governance and a repeatable refresh process. Integration follows a simple principle. Use the lowest-complexity approach that meets the requirement, starting with scheduled reports or secure file delivery and moving to connectors or APIs only when the use case justifies them.

Human review remains built into every workflow we design. AI can surface options and draft analysis. People make the commercial decisions.

Outcomes we target

  • A prioritized roadmap — a small number of high-value initiatives the organization can actually resource and deliver.
  • A business case leadership can commit to — value, investment, risk and time to value set out in one place.
  • An operating model fit for the business — structure, roles and governance designed around the value procurement is expected to create.
  • Category and supplier strategies with timing — plans aligned to renewal calendars and market conditions.
  • A realistic AI and data path — the foundation, controls and sequence needed before AI can be trusted.
  • Senior leadership when it matters — CPO-level direction through fractional and executive advisory support.

Every result is tracked to realized value — measured in invoices and operating performance, not negotiated estimates.

Frequently asked questions

Do we need an assessment before you can advise?

Not always, but prioritization is only as good as the evidence behind it. If a recent, reliable view of spend, contracts and maturity already exists, we can build on it. If not, we usually run a focused S2V Compass assessment first so the Blueprint rests on facts rather than assumptions.

What does fractional procurement leadership look like in practice?

An S2V advisor acts as your senior procurement leader for a defined portion of each week or month, setting direction, leading major negotiations, guiding the team and reporting to the executive team. It suits organizations that need that level of leadership now but are not ready to hire, or that want the role defined before they recruit.

How do you support private equity sponsors and portfolio companies?

We support the full cycle: procurement diligence before close, a 100-day procurement plan after it, and a repeatable approach that can be applied across the portfolio. The focus is on value that shows up in the portfolio company's results, not only in the deal model.

Will you recommend a specific procurement technology or AI tool?

We are not tied to any vendor. We define what the business needs, what the data can support and which approach carries the least complexity for the value it delivers. Tool selection follows from that, and in many cases better data and process come before new software.

Does the Blueprint include contracting and legal strategy?

The Blueprint covers commercial terms, supplier strategy and negotiation priorities. S2V stays on the commercial side and does not provide legal advice. Where legal review is needed, we work alongside your counsel.

A Compass assessment maps your spend, contracts and data readiness, and returns an evidence-backed opportunity portfolio.
